Extension of deadline for new operational declarations for STS-ES in specific category

The State Aviation Safety Agency, AESA, has issued a resolution by which the deadline for the presentation of new operational declarations for the national standard scenarios (STS-ES) corresponding to the specific category is extended.

As we indicated in a previous statement, at the end of the transitional period on December 31, 2023, the possibility of submitting new operational declarations for the STS-ES ended. AESA, with the intention that new UAS operators can fly in these scenarios, has extended the submission period by 8 months, until 08/31/2024. Although, the operational declarations for STS-ES will remain valid until December 31, 2025, so drone operators who meet the necessary conditions will be able to continue flying UAS according to the STS-ES defined in provision 16949 of the December 24, 2020.

The fact that there are still no drones with class C5 marking on the market makes it impossible to operate under the STS-01 defined in the European implementing regulation, so this measure taken by the AESA is well regarded by the sector. of drones.

It is clear that the transitional period established in Implementing Regulation EU 947/2019 has been insufficient, which is why AESA has requested an exemption to article 23.4 of the aforementioned European regulation by virtue of the powers granted to it by article 71 of the Regulation. EU 1139/2018 for flexibility reasons.

In addition, AESA has processed resolution EX-D-008, which issues the exemption relating to UAS swarm operators who must ensure that each unmanned aircraft has at least one flashing green light installed at night, and an active and updated remote identification system.
